An effective management of historical memory formation requires quantitative models based on the current structure of the youth as a social stratum. The article introduces a theoretical and methodological approach to this issue that relies on the quantitative assessment of historical memory. To clarify the modeling concepts and principles, the author applied the methods of content analysis, sociological survey, text mining, multidimensional statistics, and standard data analysis. The definition of historical memory of youth was based on its manifestations identified using the scientific review method. The conceptual framework for historical memory formation modeling included the indicators of historical memory manifestations, assessment indicators, the structure of youth by historical memory level, and criteria for historical memory development. The methodological approach to quantifying the structure of the youth segment relied on the level of historical memory development. The conceptual model for managing the historical memory development in young people involved stratification of historical memory in line with specific indicators. The results could yield a cognitive model of historical memory management to be used by specialists in complex socio-economic phenomena that require clear interpretation. Regional authorities could use the model to develop a policy for the formation of self-awareness in young people.
