The agro-industrial complex defines the socio-economic development of the territory. It provides the local population with food and raw materials for other goods. A well-developed agro-industrial complex uses its export potential to obtain economic benefits. Russia is actively implementing an import substitution strategy in priority economies to counteract the sanctions and macroeconomic instability on the geopolitical arena. The article describes the theoretical aspects of strategizing the import substitution in the agro-industrial complex of the Russian Federation, as well as the state measures that affect the ongoing economic processes. The current agro-industrial production capacity grows while the dependence on imported products and raw materials goes down. The export potential and volume of agro-industrial products continue to increase. A certain dependence on export persists, but the government strives to improve the efficiency of the agro-industrial complex.
