Цель статьи – выработать определение понятия популизма. При этом базовый методологический подход состоит в том, что такое определение должно отражать доминирующее в научном и политическом дискурсе представление о популизме как о негативном явлении, представляющем угрозу демократии. Рассмотрены наиболее популярные точки зрения на популизм, и осуществлен их критический анализ. Опровергнуто представление о популизме как об антиэлитизме и антиплюрализме. Предложено авторское определение данного понятия – манипуляция народными массами со стороны политика. Обозначены пре­имущества этой формулировки, состоящие в том, что она позволяет объяснить, почему столь разнородные явления, которые теми или иными авторами обозначаются как популизм, действительно имеют общие отрицательные характеристики. Перечислены основные угрозы популизма для демократии: разложение демократической культуры, которое в конечном итоге может привести к демонтажу демократических институтов и «сползанию» в авторитаризм, а также актуализация таких проблемных мест демократического идеала, как невежество избирателей и тирания большинства. Сделан вывод, что вне зависимости от конкретных причин всплеска популизма в конце ХХ – начале XXI в. его фундаментальной причиной является несовершенство самой человеческой природы, вследствие чего он представляет (и будет представлять) перманентную угрозу демократии.

In scientific and political discourse, populism is usually considered as a negative phenomenon that threatens democracy. In this study, the author aimed to define populism in this vein and to perform a critical analysis of the most popular approaches to this phenomenon. While refuting the idea of populism as anti-elitism or anti-pluralism, the article introduces an authentic definition of populism as manipulation of the masses by a politician. The new definition makes it possible to explain why heterogeneous phenomena designated by different authors as populism share similar negative characteristics. Populism poses a threat to democracy because it decomposes democratic culture, which can eventually destroy democratic institutions and result in authoritarianism. Moreover, it leads to rational ignorance and tyranny of the masses. Regardless of the specific reasons for the surge of populism in the late XX and early XXI centuries, its fundamental cause lies in the fallibility of human nature, which makes it a permanent threat to democracy.
